JGPO celebrates Port MOU

Joint Guam Program Office executive director David Bice hails this past weekend's signing of a Memorandum of Understanding between the Port Authority of Guam and the U.S. Department of Maritime Administration, "The MOU is a critical first step towards achieving Guam's vision to transform its port into a regional shipping hub. The modernization and upgrading of infrastructure at the port will not only help support military construction, but, most importantly, will also ensure the community's needs are met as the population of the island grows in the coming years," he stated.

The MOU signed by Governor Felix Camacho allows the Maritime Administration to lead the Port's modernization efforts. Their duties include coordinating with federal agencies that receive annual congressional appropriations and other funding that is identified for port modernization, assist the port on the NEPA process and expedite the upgrades by engaging professionals to perform environmental studies. The Maritime Administration will also administer the implementation of the Port Modernization Initiative when and if the Guam legislature adopts it. The MOU is also contingent on the Senate passage of H.R. 6007. "The agreement between the Government of Guam, Port Authority of Guam, and MARAD is a significant achievement for the people of Guam," stated Bice.
